At a time when the pace of digital transformation in Morocco is accelerating, a recent report reveals a double reality within the collective fabric: a widespread use of artificial intelligence tools in daily activities, in exchange for the absence of a comprehensive legal and institutional framework that regulates these practices and protects rights. This is the conclusion of the memorandum issued by the association \u201cSesame \u2013 Citizen Participation\u201d during June 2026, under the title \u201cArtificial Intelligence and Civil Society in Morocco: Towards Responsible Governance and an Organizational Framework that Takes into Account the Needs of Civilian Actors\u201d.<\/p>\n

The report was based on a national questionnaire that included 58 participants from associations, researchers and activists from various regions of the Kingdom, and its results revealed a remarkable presence of artificial intelligence in the collective work, where 55.2% of the respondents use these tools on a regular basis, while 39.7% rely on them to varying degrees, compared to only 5.2% who do not use them at all.<\/p>\n
The areas of use are mainly focused on operational and productive aspects: design and research (63.8%), content preparation (56.9%), reporting formulation (55.2%), and translation (51.7%). In contrast, the employment of artificial intelligence in the areas of advocacy and influence in public policies remains limited, at only 6.9%. This disparity reflects, according to the association, the continued focus on improving internal efficiency rather than investing this technology as a tool to support civic engagement and decision-making.<\/p>\n
Warning of \u2018Artificial Intelligence Gap\u2019<\/p>\n
Despite this spread, the report warned of the expansion of the \u201cartificial intelligence gap\u201d within the collective fabric, which reflects the disparity in the ability of associations to access and use smart tools effectively. The results showed that 58.6% of the participants described their level of knowledge of artificial intelligence as average, while 20.7% considered their knowledge to be poor, compared to only 20.7% who had good or advanced knowledge.<\/p>\n
The memorandum identifies the most prominent obstacles facing associations:<\/p>\n
Limited training and continuous framing programs.
\nWeak financial resources for the acquisition of advanced digital solutions.
\nThe absence of internal policies and codes of conduct that frame responsible use.
\nConcerns related to data protection and digital sovereignty are growing, with growing reliance on global platforms.<\/p>\n
The association believes that the continuation of this situation may perpetuate new forms of inequality, where less qualified associations find themselves outside the spheres of influence and the formulation of public policies.<\/p>\n
Legislative vacuum in light of an accelerated digital transformation<\/p>\n
Despite the dynamic in the field of digitization, especially after the launch of the \u201cDigital Morocco 2030\u201d strategy, Sesame-Muwatana participation association believes that the current approach focuses mainly on modernizing public administration and services, without keeping pace with a comprehensive legal framework that regulates the development and use of artificial intelligence technologies.<\/p>\n
Morocco currently does not have a special law regulating artificial intelligence systems, despite the existence of relevant legal provisions such as the Law on the Protection of Personal Data (09.08), the Cybersecurity Act and the Right to Information Act. However, these texts, according to the association, remain dispersed and do not provide an integrated framework for addressing issues related to algorithmic bias, transparency, and legal liability arising from the use of smart systems.<\/p>\n
In the context of the international comparison, the MoU reviews global experiences in the governance of artificial intelligence, including the principles of the Organization for Economic Cooperation and Development (2019), the UNESCO Recommendation on the Ethics of Artificial Intelligence (2021), the European Regulation for Artificial Intelligence (2024), and the Council of Europe Convention on Artificial Intelligence and Human Rights. These experiences reflect the shift of global debate from a narrow technical approach to a holistic vision that links artificial intelligence to human rights and sustainable development.<\/p>\n
Calls for Governance and Participation<\/p>\n
The association concluded its memorandum with a set of recommendations, most notably:<\/p>\n
Involving civil society in the preparation of the legislative and institutional system for artificial intelligence.
\nEstablishing a central national body to coordinate efforts and formulate a unified vision in this area.
\nDevelop specialized programs to build the digital capabilities of collective actors.
\nProviding financial and technical support for the modernization of the digital infrastructure of associations.
\nDevelop clear normative and ethical frameworks, including codes of conduct and internal policies that ensure responsible use.<\/p>\n
In May 2026, the association issued a \u201cpractical guide for associations in the use of artificial intelligence tools,\u201d in partnership with the Innovation for Change network, which aims to enable organizations to benefit from these technologies while avoiding legal and ethical risks, such as data protection and the phenomenon of artificial intelligence \u201challucination\u201d, and provides guidance on the art of formulating queries for smart systems.<\/p>\n
