His Excellency Mr. Nabil Fahmy, Secretary-General of the League of Arab States, affirmed that the next few years, up to 2030, will be crucial in determining the position of Arab countries in the global digital economy, stressing that the next stage requires improving the quality of investment choices and directing them towards areas that raise productivity, increase competitiveness, and create higher economic value\u00a0<\/span><\/span>.<\/span><\/span><\/p>\n

Fahmy said in his speech in the report \u201cThe Arab Digital Economy Index 2026 \u2013 Digital Sovereignty in the Arab Region\u201d, that the world is going through an unprecedented phase of transformations in the structure of the international economy, in which data, artificial intelligence and advanced digital infrastructure have become among the most important determinants of productivity, competitiveness and the position of countries in the global economy\u00a0<\/span><\/span>.<\/span><\/span><\/p>\n

He explained that the standards of economic power have become linked to the ability of countries to possess knowledge, manage data, develop technology, build human capabilities, and transform these elements into economic value and sustainable competitive advantages\u00a0<\/span><\/span>.<\/span><\/span><\/p>\n

He pointed out that the concept of digital sovereignty is gaining increasing importance for the Arab region, in light of the rapid development of the global digital economy, the rise in investments in artificial intelligence and data centers, and the intensification of international competition for technology, data and specialized skills\u00a0<\/span><\/span>.<\/span><\/span><\/p>\n

He stressed that the \u201cArab Digital Economy Index 2026\u201d provides an understanding of the position of Arab countries in these transformations, and helps to identify areas of progress, monitor gaps, and determine work priorities during the next stage\u00a0<\/span><\/span>.<\/span><\/span><\/p>\n

Fahmy pointed out that the Arab region has made progress in a number of areas of digital transformation, noting the improved results of twenty Arab countries compared to the 2024 edition, with a clear gap remaining between the Arab average and the levels of the international comparison group, which confirms that what has been achieved represents important progress, but it needs to accelerate the pace of work during the coming years\u00a0<\/span><\/span>.<\/span><\/span><\/p>\n

He pointed out the continued disparity in digital readiness levels among Arab countries, with some countries having built advanced digital systems and approaching global levels in some areas, and emerging countries possessing important assets that can be built upon, while other countries are still working to complete the infrastructure, institutions and skills necessary for digital transformation\u00a0<\/span><\/span>.<\/span><\/span><\/p>\n

He stressed that this disparity calls for policies that take into account the different levels of readiness, needs and national priorities, so that each country adopts the path that suits its stage of digital development\u00a0<\/span><\/span>.<\/span><\/span><\/p>\n

The Secretary-General stressed that joint Arab action in the digital field is no longer an additional option, but has become a strategic necessity, noting that issues of cross-border data movement, cybersecurity, artificial intelligence, and specialized digital skills require regional and cross-border cooperation\u00a0<\/span><\/span>.<\/span><\/span><\/p>\n

He said that the Arab region possesses the resources, energies and capabilities that qualify it to build a more integrated regional digital system, benefit from the advantages of the vast Arab market, and link the capabilities, experiences and investments between its countries\u00a0<\/span><\/span>.<\/span><\/span><\/p>\n

Fahmy pointed to a number of practical paths in this direction, including the establishment of joint regional digital infrastructures, bringing regulatory frameworks closer between countries, expanding cooperation in cybersecurity and data governance, and developing an Arab digital market that allows Arab companies to expand across borders and increases the region\u2019s attractiveness to technology investments\u00a0<\/span><\/span>.<\/span><\/span><\/p>\n

He stressed that the years up to 2030 require a greater focus on the quality of investments, from investing in data centers, computing and artificial intelligence, to funding scientific research and advanced skills, linking universities to the needs of the national economy, increasing the ability of Arab companies to innovate and access markets, and establishing regulatory frameworks that keep pace with the speed of technological development\u00a0<\/span><\/span>.<\/span><\/span><\/p>\n

He explained that the true value of digital transformation is not measured by the number of technologies used, but rather by what it adds to productivity, job opportunities, quality of services, competitiveness, and the ability of Arab economies to increase their share of the value generated in the global digital economy\u00a0<\/span><\/span>.<\/span><\/span><\/p>\n

He added that this is the qualitative shift that Arab policies should move towards in the coming years, so that digital investment becomes a direct contributor to economic growth, sustainable development, improving quality of life and increasing the ability of the Arab region to compete in the global economy\u00a0<\/span><\/span>.<\/span><\/span><\/p>\n

Fahmy praised the efforts of the Arab Federation for Digital Economy in developing the index and the analytical basis it provides for joint Arab action, expressing his hope that the results of the 2026 edition will form the basis for a broader Arab dialogue that brings together governments, the private sector, academic institutions, research centers, and regional and international organizations\u00a0<\/span><\/span>.<\/span><\/span><\/p>\n

He stressed that the League of Arab States looks forward to the next stage being a transition from diagnosis to implementation, from individual initiatives to shared capabilities, from consuming technology to producing it, and from possessing digital tools to having the ability to create value through them\u00a0<\/span><\/span>.<\/span><\/span><\/p>\n
