His Excellency Counselor Dr. Khairy Ahmed Al-Kabbash, President of the Court of Appeal of the Arab Republic of Egypt and Chairman of the Policy and Legislation Committee of the Arab Federation for Digital Economy, emphasized that the digital transformation imposes legislative and ethical challenges on Arab judicial systems that require flexible and advanced legal responses.
This came during his participation in the Seamless Middle East 2025 Conference and Exhibition, where he noted that modern technologies, such as artificial intelligence and big data, require updating legal frameworks to ensure the protection of fundamental rights and freedoms.
Counselor Al-Kabbash highlighted the importance of developing digital legislation that keeps pace with technological developments, while taking into account privacy and cybersecurity, to ensure sustainable justice in the digital age.
He called for cooperation among Arab countries to exchange expertise and best practices in the field of digital legislation, emphasizing that regional coordination will contribute to building a unified legal environment that supports innovation and protects society.
Concluding his speech, Counselor Al-Kabbash emphasized that legislative modernization cannot be viewed as an option, but rather as an absolute necessity to keep pace with digital transformations. He noted that digital justice requires flexible legislation that ensures a balance between technological development and the protection of fundamental rights.
