The Arab Federation for Digital Economy participated in the 62nd periodic meeting of specialized Arab federations, held under the umbrella of the Council of Arab Economic Unity, chaired by His Excellency Ambassador Mohamed Ahmed Al-Ni, Secretary-General of the Council of Arab Economic Unity, and attended by the permanent delegates of the member states of the Council, and the heads and secretaries-general of specialized Arab federations and Arab institutions active in various development sectors. The Federation was represented at the meeting by His Excellency Ambassador Mohammed Khair Abdel Qader, Secretary-General of the Federation, who presented a comprehensive analytical presentation on the new study issued by the Federation entitled “The Digital Economy in a Changing World: Between Opportunities and Regulatory Challenges”.
In his address, Ambassador Mohamed Khair Abdelkader emphasized that the digital economy has become the primary driver of the global economy, and that Arab countries have a historic opportunity to restructure their economic systems on modern digital foundations that keep pace with rapid technological advancements. He explained that the global digital acceleration is no longer an option, but rather a strategic necessity to ensure sustainable growth and achieve regional and international competitiveness.

His Excellency noted that the study prepared by the Union is based on the latest international indicators and specialized reports, and addresses the most prominent issues facing modern economies, including financial technology and financial inclusion, e-commerce, cybersecurity, and government digital transformation strategies. He emphasized that the Arab region possesses strong foundations for digital advancement, most notably its young demographic and large internet user base, which positions it to lead the digital economy if these capabilities are leveraged through integrated policies and legislation.
The Secretary-General of the Union stressed that bridging the digital divide between Arab countries is a priority for achieving economic and developmental justice, noting that digital transformation is not just a technical process, but a comprehensive cultural and institutional transformation that requires the integration of efforts between governments, the private sector and academic institutions.

In his speech, Mohammed Khair also touched on the vital role of cybersecurity in building trust in the digital environment, explaining that cybersecurity has become a prerequisite for the sustainability of the digital economy. He called for the development of specialized Arab competencies in this field and the establishment of modern legislative frameworks that enhance the digital protection of institutions and societies.
In concluding his presentation, Ambassador Mohammed Khair Abdel Qader affirmed that the Arab Union for Digital Economy will continue its efforts to support Arab countries in implementing digital transformation strategies and building regional and international partnerships that contribute to achieving the vision of the Arab digital economy, which aims to promote sustainable development and achieve Arab economic integration.
