The Digital Policies and Legislation Committee holds its second meeting to develop an international Arab charter for digital sovereignty.

The Digital Policies and Legislation Committee of the Arab Federation for Digital Economy held its second meeting, chaired by His Excellency Counselor Dr. Khairy Ahmed Al-Kabash, with the participation of a select group of experts and legal advisors in the field of digital economy and digital transformation.

The meeting came as part of the Federation’s efforts to develop an international Arab charter for digital sovereignty aimed at strengthening digital governance in Arab countries and ensuring the integration of digital policies with national legislation, in line with international standards and global technological transformations.

The meeting addressed the review of the initial draft of the Arab Charter for the Digital Economy, as well as its explanatory memorandum , through several key themes, most notably:

  • Defining digital sovereignty and its legal frameworks to ensure the protection of national data and the preservation of citizens’ privacy.
  • Coordinating digital policies among Arab countries to promote regional integration in the areas of e-commerce, digital infrastructure, and technological innovation.
  • Data protection, cybersecurity and cybercrime prevention standards in line with international best practices.
  • Encouraging cooperation between the public and private sectors to support digital transformation projects in the Arab region.
  • Mechanisms for monitoring and evaluating the implementation of the Charter to ensure its effectiveness and long-term sustainability.

During the meeting, His Excellency Counselor Dr. Khairy Ahmed Al-Kabash stressed the importance of the Arab International Charter for Digital Sovereignty as a strategic tool to enhance the role of Arab countries in the global digital economy, and to protect their digital interests and secure their information infrastructure.

The committee members emphasized the importance of the charter being an Arab strategic tool that enhances the competitiveness of Arab countries in the global digital economy, protects their digital interests, and provides a legal framework that supports innovation and investment in modern technologies.

The committee noted that the meeting witnessed an exchange of experiences and practical proposals, with a focus on preparing an initial draft of the charter to be reviewed and adopted in upcoming meetings in preparation for its adoption by the Federation’s Board of Directors, in order to contribute to formulating an integrated framework that is consistent with best global practices.
