The Arab Federation for Digital Economy seeks to support governments and institutions in Arab, African and other developing countries in developing national digital strategies that reflect development priorities and enhance readiness for the digital future. The Federation implements this role through formal partnerships with governments and international bodies, and provides integrated services including strategic planning, policy analysis, and the design of a roadmap for digital transformation, as well as overseeing implementation and providing technical support.
The Federation has played a key role in the preparation of two pilot national strategies:

Pioneering National Strategies

Digital Roadmap for the Republic of Guinea 2040
The Digital Roadmap of Guinea is the country’s first comprehensive national document outlining a vision for digital transformation through 2040. It covers critical sectors including education, agriculture, governance, infrastructure, and energy.

The Federation led the full development of the roadmap in coordination with the Guinean government and oversaw the implementation of its initial phases under a formal partnership. His Excellency, the Federation’s Chairman, served as Special Advisor to the government on this initiative.

Digital Roadmap of the Republic of Guinea

The first comprehensive national document in Guinea’s history outlines its vision for digital transformation through 2040, covering the fields of education, agriculture, governance, infrastructure and energy.

The Union prepared the entire document in coordination with the Guinean government, and supervised the implementation of its early stages through an official partnership, where His Excellency the President of the Union served as the Special Advisor to the Government in this file.https://arab-digital-economy.org/3208

ECOWAS Regional Digital Strategy (ECOWAS)

A regional strategy document prepared by the Arab Federation for Digital Economy in cooperation with international experts, to serve as a frame of reference for building an integrated regional digital economy that serves 15 countries in West Africa.

The document focuses on accelerating digitization in the sectors of education, agriculture, industry, and services, and develops actionable models for the countries of the region, and calls for effective digital integration between the ECOWAS countries and the Arab countries. (News Links)

Executive projects in Guinea and Ethiopia

The Union has implemented a series of technical and institutional projects to support digital infrastructure and modernize government systems in a number of African countries, most notably:

• Digital Transformation Project in the Office of the Prime Minister – Guinea

The Arab Federation for Digital Economy has overseen the implementation of a strategic project to transform the work system in the Prime Minister’s Office into an integrated digital environment. The project included restructuring internal processes, implementing digital systems to support decision-making, and improving coordination between government units. The project is part of the national digital roadmap prepared by the Union in cooperation with the Guinean government and constitutes an applied model of digital transformation at the highest level of the executive authority in the country.

• Development of the National Data Center – Guinea
In partnership with the World Bank and the private sector, the Federation contributed to the implementation of the project to establish and develop Guinea’s first national data centre to support government information management and security. The project aims to build a national system for the management and storage of government data, which ensures the protection of information and provides a secure and reliable digital environment that supports the digital transformation process in various government sectors. The center marked a major turning point in the country’s ability to build an institutional digital economy.

• Social Security System – Guinea
The Federation has prepared an integrated national plan for the development of a digital social security system in the Republic of Guinea, which will contribute to expanding access to aid and ensuring that it is efficiently channelled to eligible groups. The program focused on redesigning the technical and management system, applying digital solutions to monitor performance, and achieving higher levels of transparency, in line with international standards in the management of social protection programs.

• Digital Transformation Legislation – Ethiopian Cabinet
The Arab Federation for Digital Economy provided technical support to modernize the legal and regulatory structure related to digital transformation.
The project included a comprehensive review of existing legislation, and practical proposals for the development of legal frameworks to enable the application of digital solutions in the public and private sectors, and create a safe and stimulating environment for digital investment and technical entrepreneurship.

• Digitization of the Justice Sector – Ethiopian Ministry of Justice
The Federation participated in the design and development of a project to digitize the infrastructure of the Ministry of Justice and judicial institutions, within the course of reforming the judicial system in Ethiopia. The project included building digital systems to manage cases, facilitate legal procedures, and enhance integration between the judicial authorities, thus contributing to achieving transparency and speeding up the resolution of cases, and reflecting the state’s orientation towards an integrated digital judiciary.
