Egypt’s Dual Breakthrough in the ICT Sector

The Egyptian government has revealed a dual breakthrough in the communications and information technology sector, combining digital export growth to $7.4 billion with the launch of an ambitious national strategy for data centers aimed at attracting investments of up to $1 billion.

Accelerated Growth in Digital Exports

According to a report by the Information and Decision Support Center affiliated with the Egyptian Cabinet, the value of Egypt’s digital exports rose to about $7.4 billion in 2025, compared to about $6.9 billion in 2024, a growth rate of 7.2%.

The ICT sector recorded real growth of 13.76% during the 2024/2025 fiscal year, compared to 8.43% in 2013/2014, remaining among the fastest-growing sectors in the Egyptian economy.

Outsourcing: The Most Prominent Growth Engine

The outsourcing services export sector emerged as one of the most important growth engines, with its exports rising from $2.4 billion in 2022 to $5.2 billion in 2025—more than doubling in just three years.

Egypt’s outsourcing ecosystem now includes 252 companies operating through 282 global delivery centers, including 177 multinational companies employing more than 195,000 specialists.

National Strategy for Data Centers

Eng. Rafat Hendy, Minister of Communications and Information Technology, announced the launch of an integrated national strategy for data centers, aimed at enhancing Egypt’s position as a regional and international hub for the data center and cloud services industry.

The strategy is based on several main pillars:

  • Leveraging the unique geographical location: 90% of data between Asia and Europe passes through 21 international submarine cables in Egypt, giving it a competitive advantage in global data traffic.

  • Enhancing digital sovereignty: Localizing the hosting and securing of national data according to the highest cybersecurity standards.

  • Attracting foreign investments: Providing packages of incentives and legislative and regulatory facilities for international companies.

  • Developing human resources: Intensive training programs to qualify Egyptian youth in managing and operating data centers.

Major Projects Under Implementation

The recent period has witnessed the announcement of strategic partnerships to establish massive data centers, most notably the Africa Data Centres Egypt project between Vodafone Business, Elsewedy Electric, and Cassava Technologies.
