Throughout its modern history, the Arab nation has suffered from setbacks and failures, starting with the colonial era and the ensuing external and internal wars imposed by international and local conditions, creating an accumulated reality of frustrations that was reflected in cases of popular grumbling and international conspiracies benefiting from these failures, which brought the Arab world about seven years ago. The past is due to a state of general discontent and violent security turmoil, termed as the Arab Spring, which is the stage that is still active until this moment in some Arab countries, and millions suffer from it, whether in the countries exposed to these crises or other Arab countries, especially those affected such as neighboring countries

Strategic Planning

Hence, Arab leaders must adopt effective strategies with an immediate and strategic impact to address and absorb the effects of this stage and prepare for the next stages of reconstruction and reconstruction. Strategic plans must take into account the security, political, cultural, economic and social axes in a holistic and integrative approach and as an integrated unit

It is important that these plans focus on building a system of pragmatic results centered on the Arab citizen. That is, in order to gain credibility with the Arab street and gain public loyalty and popular momentum, the proposed solutions must include practical initiatives with tangible and urgent dimensions of benefit that appear quickly to be visible. The solutions in those plans must also carry a clear and strong message for the Arab citizen confirming that they were designed for him and for his stability in order to interact with them and become a field for meeting with him after the economic conditions were one of the most important causes of popular discontent and anger that we must not allow these bad conditions to return again.

It is no longer an option

What was optional yesterday has become a necessity today. The necessity of rebuilding will raise the level of boldness of policy and decision makers and push them to adopt policies and procedures that lead the current Arab reality towards deep radical change and create the ability of peoples to bear the bill of reconstruction as a way out of the bottleneck and aspiration for a better reality and a bright, competitive future that will allow generations The next step is to take advantage of those plans and programs and to end a painful page of Arab history that has been fraught with many losses and material and moral damages and looks at the future in a brighter way and expects the best.

The current reality imposes on Arab leaders, governments, politicians and economists a binding reality to work on solving problems and their causes and stopping the security bleeding and human, material and moral losses in order to enter the post-stabilization phase and start rebuilding and reconstruction targeting comprehensive development in the Arab countries, especially those affected by this wave that occupied the second decade of the twenty-first century

The role of the technologies of the fourth industrial revolution

Technology today is the main cog driving the wheel of sustainable development. It is incumbent on the Arab countries to study the capabilities of modern technology known technically as the techniques of the Fourth Industrial Revolution and use it as a tool to achieve the goals of reconstruction and reconstruction, especially the mechanisms and tools of the digital economy and its impact on reconstruction programs

Technology today is the best possible tool for building economies in major countries, and developing countries are more in need of such technology in order to accelerate and enable countries’ capabilities to restructure their administrative, financial and economic systems due to their comprehensive ability to reach easily and quickly to all parts of the country and to the entire population easily, especially if compared to other means.

That is, technology should be exploited to enhance infrastructure to develop the health, social, governmental, industrial, agricultural and other services sectors, especially some of the current modern applications in providing food, energy and water provision.

Then, in conjunction with all this, the Arab countries should work to enable the activation and integration of government services with each other and with the private sector. It is necessary to take into account the design of a vision based not only on providing services to citizens, but also helping them to improve their quality of life and raise their efficiency, and for the role played by strategic plans to be positive, constructive and compatible with the global progress movement.

In general, the Arab countries must work to activate the different roles of all participating parties, such as government institutions, legislative bodies, investors, the private sector, academies, universities and scientific research. The Arab countries have a great opportunity to enhance their national economies, increase investment attractiveness, serve their citizens and improve their living conditions, which is called for in the conclusion of strategic planning in order to transform into a digital economy based on knowledge and based on creativity and innovation with a medium-term vision to improve the economic and living conditions of the Arab citizen, and it aims to protect the future of future generations in the long run
